Odisha in 2025: Progress, Pain and Political Turmoil

As 2025 draws to a close, Odisha witnessed a year marked by security gains and industrial ambitions, but also deep tragedies, social unrest, and political controversy.


On the positive side, Odisha moved closer to becoming a Naxal-free state. Security forces neutralised six Maoists, including top leader Ganesh Uike, and 22 ultras surrendered under the revised rehabilitation policy. The state government also pushed industrial growth, approving two semiconductor units and projects worth ₹4.38 lakh crore, aiming to transform Odisha from a mineral-based economy to a manufacturing hub.


However, the opposition BJD accused the BJP-led government of making false industrial claims, alleging that major projects were shifted to other states.


The year was overshadowed by shocking incidents involving women’s safety. The self-immolation and death of a college student in Balasore, cases of gang rape at tourist spots, and multiple assaults across districts triggered statewide outrage. Opposition leaders alleged a breakdown of law and order, citing over 40,000 crime cases against women, while the government said swift action was being taken.
Odisha also saw mob violence, including attacks on migrant workers and Dalits, drawing condemnation from civil society. The state faced criticism over crowd management after a stampede during the Puri Rath Yatra killed three devotees, prompting an apology from the Chief Minister.


Natural challenges continued with floods, unseasonal rains, and a narrow escape from Cyclone ‘Montha’. Politically, the year saw leadership reshuffles, a by-election victory for BJP in Nuapada, and debates over a controversial threefold hike in MLAs’ salaries, awaiting the Governor’s approval.
Despite the turmoil, 2025 was historic, with President Droupadi Murmu addressing the Odisha Assembly for the first time—symbolising the state’s importance on the national stage.In essence, 2025 was a year of ambition and anxiety for Odisha—balancing growth, governance, and grief.
